I don’t understand how , even though they are the exact same people who were driving without a license… they would suddenly no longer account for the accidents that unlicensed drivers cause. Those impounds are money-makers, and have nothing to do with keeping people safe on the road. If 19% of accidents and whatnot are caused by unlicensed drivers, then 81% are caused by licensed ones. Ridiculous.

The CHP is correct to continue carrying out the legislative intent of the law regarding the impounding of such vehicles. The law addressed the very real danger posed by unlicensed drivers, and the reversal cited here does not dispute the legitimacy of the threat. All it does is dictate that once the exigency terminates (as in once the vehicle owner produces evidence demonstrating compliance with the regulations that affect us all) the vehicle is to be released.
