The City of Santa Clara is knocking on the door of its own lawsuit. In 2019 the Santa Clara County Civil Grand Jury released a scathing report titled “The Paper Chase” documenting how the City of Santa Clara intentionally refuses to release public records. Today, the police department simply closes legal public records requests and punts communication to the city. They are more than 180 past due on completing many PRA requests.
